The reserve was established by Presidential Decree No. 1498 dated October 22, 2019.

In the 18th century, Medieval Agsu was one of the largest cities in Azerbaijan in terms of territory and population. In May 1735, by the order of Nader Shah, a fortress was built near the village of Agsu, which for many years served as the main political and administrative center of the region. The Shirvan khans resided in this fortress, and it also became the center of uprisings and military conflicts.

Throughout history, the fortress was attacked and besieged by various rulers and military commanders. Prominent 18th-century travelers such as Samuel Gmelin, Bieberstein, and Bronevski documented valuable information about it. During the rule of the Shirvan khans, craftsmanship, trade, and cultural life flourished in Agsu.
